Ford Repair: FUEL PUMP, fuel pump relay, fuel pump

Followup To where would the fuel pump relay or the ecm relay be located?
Question -
NEW PUMP, NOT WORKING. I CHECKED TO SEE IF IT WAS GETTING POWER AND THE VOLTAGE WAS ALL OVER THE PLACE. WITH OUT MOVING ANY THING THE METER WAS READING,,,(7VOLTS,1VOLT,0VOLTS,4VOLTS,0VOLTS, AND SO ON). I HAVE A 1988 E-350,460 ENGINE,ELETRIC FUEL PUMP IN THE GAS TANK. ANY HELP WOULD BE appreciateD

Hello and thanks for the question...I'll try to help.
The Fuel pump NEEDS 12v constantly to run. I would start back tracking through the wiring harness to locate the connection problem. I would also check the Fuel Pump Relay and also the ECM Relay.

 I believe that they are located under a cover near the air filter box. Or, take a look around the left and right fenders........the fuel pump relay is green and the ECM relay is brown in color.
