Ford Repair: Explore 4.0 SOHC, running out of time, autozone

I have a 98 Explore 4.0 SOHC, I replaced the timinging chains, and all the guides, and now can not get the timing right. I even have the tool set up for doing the job, but somewhere along the line, I am not having no luck, engine still is running out of time. HELP!
