Ford Repair: 92 Taurus no overdrive, gas milage, d band

My daughter bought a used 92 Taurus and she complained about poor gas milage.  After driving it, it is not going into overdrive.  The transmission seems to be shifting fine otherwise.  A few months ago I replaced the power steering hoses (big job) and had several electrical connectors disconnected.  I have looked a couple of times to make sure I reconnected everything and don't see anything obvious.  Any suggestions would be greatly appreciated.

While the problem could be electrical (speed sensor, MLP switch, or wiring), Odds are that there is an internal difficulty in the tranmission (broken o/d band, sticking valve in the valve body).  My suggestion would be diagnosis by a competent transmission technician.  I wish I had a better answer, but without the vehicle it becomes a little more difficult.
