Ford Repair: Problems at the pump!, ralph ford, quarter tank

I have a 1999 f150. It doesn't say in your profile that this falls under your expertise but not asking equals not knowing. Its an used truck that runs fine, The only problem is it takes forever to fill up. I compared it to a same modle truck lately. In the time it takes to fill up the other truck completely i can fill about a quarter tank. I don't even let attendants fill it because it takes a certain technique. Using a pen to keep the pump at a slower speed! I have heard from attendants that newer cars seem to have this same problem and that its related to a clogged filter. But also that people who have removed that filter had to put it back since the truck would run badly whitout it. At this point I don't know what to believe. By the way, the duct leading to the tank is in good condition, no dents or anything. Hope you have some idea what the problem could be?

ford went to a smaller filler neck,with a device in the neck to cause slower filling. the reason was for safety,to keep the gas from flowing out the neck on fill up.also some trucks have less vacuum than others which will cause putting in gas slower.hope this helps.
