Ford Repair: heater, radiator hoses, radiator core

1995 ford taurus
Heater does not blow hot air consistently
Blows for a short time hot, then cold,...
Temperature gauge goes up and down accordingly.
I replaced the thermostat, but it does the same thing.
Is there a switch/sensor to direct the hot water to the heater that could be bad?

i would check my radiator hoses.if you have no leaks,then the radiator core is blocked.also check the radiator cap,and make sure its holding pressure.i would start with the hoses first,if it gets hot then cool there is a good chance your lower hose is clapesed.
