Ford Repair: 67 mustang, 289 rebuild, mustang 289, rocker arms

My son rebuilt a 289 for his 67 mustang. It is 10 over on main and rod, and pistons 30 over. Every thing was measured before putting together. Everything is new. The problem he is having is no oil to the rocker arms. Checked the pump and the shaft from the distrb. There is oil in the filter. Replaced the lifters twice. Engine runs great but I told him not to run it until he figures out why there is no oil to the lifters. What else can he look for? Any help you can give is appreciated

it sounds like the oil pump.did you put in a new pump?.the pump is not getting oil to the top of the engine,i would replace it. there are other reseasons why there is no oil to the rockers. excessive bearing clearence will cause this.also check the oil pump relief valve.hope this helps.
