my 95' honda accord ex 2.2l vtec between 1500 to 2000 rpm at 45mph it idles up and down

Michael, any recent repairs? Specifically the coolant system? If yes bleed the coolant system. You have trapped air bubbles somewhere in the system. If not I would suspect the TPS sensor (throttle position sensor). This is located on the side of the throttle body and needs to be installed from a professional. Preferably a Honda dealership. Set and adjust idle, air/fuel mixture and timing.
