Honda Repair: 1995 Accord low MPG high RPM, fuel injector cleaning, accelerator pedal

QUESTION: My 1995 2.2L automatic Honda Accord is getting about 21-23 MPG city and 27 MPG highway.  At 60 MPH it is running at about 2600 RPMs and at 70 MPH 3000 RPMs.  Mechanics say the engine is running great, good compression, etc.  It recently had a fuel injector cleaning and the spark plugs replaced.  I was told the spark plugs were replaced because they were turning yellow.  They had less than 25000 miles on them.
Can you help me with my low gas mileage problem?

ANSWER: Can you feel or see by the RPM gauge if the transmission goes into "Lock-up" mode?

QUESTION: I am not sure what you mean by lock-up mode.  The tachometer is right next to the speedometer.

ANSWER: Lock up mode is when the torque converter is locked into a certain speed after the vehicle reaches a cruising/steady speed.
RPM gauge will show a drop in the engine speed after the transmission changes into forth gear & cruising/steady load is detected.

QUESTION: It doesn't seem to be going into lock up mode when you keep a steady foot on the gas pedal at 55 MPH or more.  The RPMs only go down if you let up on the gas.

Have someone who knows Honda's check the throttle control cable adjustment at the transmission.
Throttle control cable must have NO play or DELAY when the accelerator pedal is pushed.
If that part is good, then there may be an internal transmission problem.
