how do i remove the tail light covers on a 2007 honda accord? does the bumper
need to be taken off, in order to get these covers to pop off??

Yes, you do need to remove the rear bumper to remove the taillight assembly.

Actually it is not a very difficult task to remove the bumper if the vehicle is on a hoist. And you need tow people to support the bumper from the sides. The bumper cover is the actual piece that needs to be taken out, it is a separate piece from the bumper frame.
