Honda Repair: 2002 Honda Accord blower fan, blower fan, lube shop

I have a 2002 Honda Accord and the blower fan control (for the interior temperature) does not work on settings for 1 and 2.  It does work on settings 3 and 4. Looking through the owners manual I see only one fuse for the blower fan so it can't be a fuse.  I figure it must be the switch or the fan itself.  What do you think?

Paul, you are correct. Those are the only 2 obvious answers to your problem. Have you had any recent stereo system modifications done to your car lately? Has your center console been removed for any reason? Has your interior cabin filter been replaced by a local Lube shop? If no, then replace the switch.
