Honda Repair: Honda Noise, screach, honda civic

My daughter has a 2001 Honda Civic that has a high pitched squeal (screach) in the dash which goes away when you turn the headlights on. What are your thoughts on what is causing this.

That's a new one for me. I haven't heard of anything as this before. The only thing I could think of is something aftermarket, like an alarm, that could have a relay buzzing & creating that noise. If it is annoying, you should go to a dealer for a diagnosis.
