Honda Repair: 92 Honda Accord LX, engine fan, honda accord

The first symptom was "not starting" when the weather is hot but when we wait for a couple of minutes it starts with no problem. The second symptom was the left engine fan (when facing the car)keeps running even after the engine was turned off and the key was taken out (this lasts for 5 mins.). The third symptom was the RPM needle would go UP & DOWN when I put it in Neutral. The fourth symptom is that I can't start the car at all. It's been like this for 3 days and I tried jumping the battery, started it when it's cold outside at 12 midnight. Please HELP me. Thank you very much Rusty.

pull the carpet off the passengers side and turn the ignition on and watch the ECU for a red light that blinks when you see this grab a pen and paper and write down how many times it blinks with the gaps. and i can tell you exactly whats wrong
