Honda Repair: Tail Light Water Leak, acura integra, taking on water

I have a 1990 Acura Integra and my tail lights are taking on water.  
I don't know where the water is coming from.  If i had to guess
there originally was some sort of barrier or foam/rubber inside the
perimeter of the lights but because its so old it doesn't exist
anymore.  What do i need to fix it and how do i stop this leaking?  
The main problem is, i'm pretty sure that the leaking is causing
moisture to burn out all my lamps.  I just bought a pair of new
break lamps and both burned out by the end of the day.  What kind
of advice and you give me?

find a small drill bit and drill a hole at the very bottom of the lenses where no one can see and all the water and vapour will dissapear with in a week. you can take all the tail lights off and re seal them but its a waste of time really.
