Honda Repair: 92 Accord AC problem, freon r12, spray water

Hello,
My 92 Accord blows hot air when the ac is turned on.  When I am driving 25-30 mph, the air gets cooler and on the hwy, it cools the cab just fine.  I took it to a shop and they recycled, vaccumed and added freon r12(expensive stuff)and fixed the ac fan motor, but it still did not fix the problem.  When I push the ac button in the cab, the fan turns on.  Is there a restriction somewhere?  What do you think?

Jay, when the A/C is turned on are both fans running? If you're getting cool air on the highway the speed of the car is cooling the condenser and I'm suspecting the fan(s) are either inop or you have restricted/plugged condenser fins resulting in poor heat transfer. Have a look if the fans are both running and check the fins on the condenser(it looks like a rad you can see behind the front bumper) To test this theory sit in the car and have someone spray water over the condenser and see if the temp. changes out of the vents.
