When I push the AC button the fans do not come on but both fans do come on when the temp gauge comes up to a certain point for cooling the water

Question -
On my 99 Honda CRV my air conditioner compressor will not come on when I press the A/C button. The green light comes on. My blower works. I tried charging the low side figuring it stoppes because there was not enough freon. Usually when you hook up the freon the compressor would kick on . Nothing. It acts as if the compressor has a fuse and it is blown or some kind of relay thats blown. Can you please help

Do the fans come on?  Both fans should be coming on if there is enough freon.

I would want to make sure you have the correct amount of freon.  I would unplug the A/C pressure switch (located directly below the p/s reservoir and jump with a wire.  If the system comes on, you are low on freon.  Do not jump but for a few secs as you will damage the compressor if you leave it running.
