Honda Repair: camshaft, camshaft, 1988 honda civic

Question
I have a 1988 Honda Civic Lx, it stopped running I thought it was the timing belt but it appears that the camshaft is not spinning, do they break or come lose is it as simple as changing the camshaft and retiming it?

Answer
It probably is the belt since the cam is what the timing belt is turning.  If the cam is broken, the engine is done.  There are no bearings and if you broke the cam, its because it locked in the head due to low oil or oil pressure.  No way to repair.
