Honda Repair: 2001 Passport, fuel level sensor, trip odometer


Question
Have a 2001 Passport - gas tank reads empty all the time.  When gas idiot light comes on to indicate low on gas ( which is all the time now) the check engine light comes ona and now stays on all the time.  Honda gave quote of $400. to repair but I have done some research and others have repaired and the problem has reoccured again.  Service manage @ Honda suggest just to   set trip odometer and fill every 160 miles.  Now have failed inspection due to check engine light which appears to have triggered to the following:

OBD Emissions inspection
MIL BULB KOEO pass    OBD Fault code result Failed
MIL BULB KOER Failed  OBD Readiness result  Pass
MIL Command Status    OBD I/M check result failed                     failed


DTC P0463


Any suggestions? I think failed emissions due to check engine light which triggered other obds.  How can I get around repairing gas guage problem but pass inspection/  Or is there possibly a problem more serious?  Thanks!!!!

Code P0463 is Fuel level sensor voltage high.  The fuel level sensor in the fuel tank has gone bad.  You will have to replace the fuel pump/fuel level sensor and yes, you will have to pay the $400 to replace it.  The pump is about $220 and you have to remove the fuel tank to install it.  I have never replaced one of these sensors twice.
