Honda Repair: Headlights, electrical schematics, inner fender

1989, civic dx, 236000kms.  after turning on the lights the fuel gauge moves to over the F mark, the temperature gauge will rise rapidly then to normal intermittently and both signal indicators and bright indicator will flicker?...What I did before this was try to hook up a lighter to the stock black/whiteblue wire, which shows as the 10A line from the electrical schematics.  It(lighter) did not work but blew the 15A fuse for the interior light.
When the instrument dimmer knob is turned down to off, the fuel gauge slowly almost makes it back to the actual level, but not quite, the temp gauge does not move then, nor do the siganl and bright indicators flicker.

Jody, You may have a ground problem? Where you installed the lighter was there any grounds in that area that may have been loosened. I don't have a schematic in front of me but I will check tomorrow and see whats common between these circuits. Double check your wiring, make sure grounds in that area are clean and secure and I'll get back to you. Good luck, RICK

Well the black/whiteblue wire had a little harness on it but i cut it off, which i assumed was the lighter harness cause it comes right to it behind the dash. and hooked directly neg to neg and pos to pos, on the back of the lighter.  The fuse diagram is missing from this vehicle, i do not know which fuse it runs through, so being there was never a lighter in this car, there might not have been a fuse in the spot or it is running with something else, i tried putting a fuse in each empty spot with the car running to no avail.....then the problems!

Jody, that wht/blu wire is fused through a 15A fuse in the dash fuse box No.12 slot. The grounds to check are G301 and G401 and are located at (301):L.F. inner fender beside the windshield washer container, (401)is behind the left kick panel. That wht/blu also powers the clock and other circuits and those grounds complete some of the circuits you are having problems with. Good luck, RICK
