Honda Repair: Fast idle control valve(89 accord carb 2.0l), fixing cars, dashpot


Question
Hello, recently the RPMs in my car have been going up to 4000 and down to 1000 when first started in a cold morning(specially in the winter time), the car continues to do the same for about half hour later until for some reason it comes down to idle normally. I've been told that the problem could be the fast idle control valve. How true is this and where exactly in the car is this valve?
ps I'm not a pro on fixing cars or anything close to it, please tell me in detail where it is.

The fast idle valve is located on the throttle body. The throttle body is where the throttle cable is attached to toward the back of the engine. On one side you will see the dashpot which has a small hose coming out of it and it looks like a top. The fast idle valve is across from it toward the back of the engine compartment. Not sure how good my explanation is. Let me know if this helps.
