Honda Repair: 96 honda civic ex starting problem, static waves, honda civic ex

I have a manual 96 honda civic ex and I have a hard time starting my car after I put a new cd player in my car.  My car will start sometimes and it won't start the next time I want it to start.  My headlight, interior lights work and it's bright.  I bought a new starter, new battery and I also checked my cable connections for corrosion and I still can't seem to solve this problem.  

My starter motor will not turn over, but my starter will make clicking noise when I try to start the car. If I keep my starter clicking for a while then my check light, battery light, and oil light on the dash will go off, but my brake light and other lights on the dash will work. At this time when my check light, battery light and oil light on the dash goes off, then my starter won't recieve any power.  Do you think it could be the ecu?  I keep on hearing some static waves (noises) coming from the passenger side behind the glove box.

I took it to the auto shop and they said it's not the ignition system.

Do you think I could damage the ecu while I was putting on my cd player and do you think the ecu controls the lights on the dash?

Peter:
I would have someone tap on the starter while trying to start the car. If the starter kicks in I would say you have a bad starter. If not check the voltage at the starter while trying to start to make sure it is drawing enough to turn over. In short I would suspect you have a bad starter.
