Honda Repair: 95 Civic VX hesitates at 2-3000 rpm, egr valve, vacuum gauge

My VX bucks and hesitates when warmed up and cruising between 2-3000 rpm. The coil and igniter have been replaced, timing checked, plugs changed, distributor checked.

One mechanic suggested a blocked egr valve. Is there any way to be sure that this is the problem? Any other thoughts?

You can check the EGR valve; you will need a vacuum gauge to do that. The procedure depends on whether you have a manual or automatic transmission. I am more inclined to think you may have a fuel delivery problem. I would first start by replacing the fuel filter if you have not changed it for a while.
