Honda Repair: Honda A/C not cold... barely cool., honda accord ex, 1995 honda accord

I have a 1995 honda accord ex 4 cylinder vtec.  The A/C works, most of time, but sometimes the compressor doensn't start, but when that happens, i just restart the A/C or engine, and it works ... BUT...it doesn't get cold at all. I know refrigerant doesn't get as cold as freon, but c'mon, this is barely cold.  It's more like a breeze of fresh air, albeit not warm or hot, but not cold.  I am wondering what the pressure in the lines should be?... i have a gauge and 2 cans of r-134.  I know how to recharge, and i think it is charged fine, but not positive.  Additionally, if the pressure in the line is good, then what else could be the problem?

The pressure in the high side @ 85 degrees should be around 190psi. The low side should be around 29 in a properly charged system.
If the pressures are fine, a common problem with those cars is the water valve cable. Disconnect it under the hood towards the firewall and close it manually. This stops hot coolant from entering the heater core. Replace the cable if nessary. Also check the hot/cold cable under the glove box. The also get out of adjustment.
