QUESTION: Where is the TCM located on a 2001 hyundai elantra amd how hard is it to change?

ANSWER: The TCM is located behind the left side of the dash.  It's held in place by about two or three 10mm bolts/nuts, but these can be a little awkward to remove and install.

Out of curiosity, why do you wish to replace the TCM?  This module rarely fails.

QUESTION: the car keeps getting stuck in first gear or down shifting out of the blue. Getting a speed sensor code but from everything I have read the 01-03 elantras are notorious for the tcm going bad and when they do it causes the speed sensor to go out. haven't found one person so far that just changed the speed sensor and fixed the problem for more than a week. then sensor would go out again because the tcm is malfunctioning and causing it.

If you're getting either a P0715 (input speed sensor) or P0720 (output speed sensor) code, I've seen only a handful of cases where the speed sensor in question did not fix the issue.  The only other cause I've seen for P0715 was rodent-chewed wiring at the input speed sensor.  The other causes I've seen for P0720 have been badly worn internal transmission components, defective vehicle speed sensor, and defective wiring to the vehicle speed sensor.

Additionally, there's little the TCM can do to damage either of these sensors.  It doesn't operate the sensors but rather monitors their output.  

I'm not sure where you've obtained this information and what specific issues it refers to, so while I cannot specifically refute it, I can say that it is most certainly not consistent with my experience with this vehicle.
