Hyundai Repair: rear brakes, parking brake cable, star wheels

Vehicle in question: '03 Hyandai Elantra GLS, disk/drum, no ABS: Pulling on the e-brake does very little to slow the vehicle down. I replaced entire rear brake system ( all new parts) Bled out the system (twice)Installed new M/C ( bled system from M/C 1st)Still does very little to slow vehicle.I have done dozens of brake systems over the years & have not ever experienced this.
Any suggestions? Thoughts?

The emergency brake is cable activated, so no amount of bleeding will change the emergency brake operation.  First, check the adjustment of the rear brake shoes and adjust as necessary using the star wheels on the rear brakes.  Once the shoes are properly adjusted, then adjust the parking brake cable using the 12mm nut under the console.

In the case of the star wheels, you'll want to adjust the shoes until they're just barely touching the drums.

In the case of the cable nut, it's easiest to adjust properly with the rear wheels off the ground.  Tighten the nut until there is a small amount of resistance to the rear wheels turning, then back the nut off just a small amount (1/2 to 1 turn).
