Presuming you have the same 1.6 or 1.8 engine that's used in the U.S., simply loosen the top power steering pump  mounting bolt, pry the pump away from the engine until the desired belt tension is reached, and retighten the bolt.

It's worth mentioning, however, that this belt is rarely too loose.  The power steering belt receives minimal load and must be *very* loose before it will slip.  A more common occurrence is that the alternator belt is too loose.  Note that this will cause a problem with the power steering because this belt drives the water pump, which in turn drives the power steering belt.
