Hyundai Repair: The handler is still very tight after the car warmed up, power steering fluid, power steering pump

Recently, (in the winter time), my 2002 Elantra's handler got very tight (hard to turn), even after I spent more than 5 minutes to warm up the car, but only after given a little speed (stepping on gas), it would be loosened, does that mean I need to change any kind of oil at anywhere? The handler oil? By the way, the meter is 85400 miles, and I bought it brand new 2002 summer, no major accident with proper maintain.

I'm going to assume that by the term "handler," you mean the steering.  

First, you should check the power steering fluid level.  If low, you'll need to add some and then locate and repair any leaks.

Next, check the alternator and power steering belts.  If loose, this will prevent the engine from driving the power steering pump.
