Hyundai Repair: emergency brake cable, elantra hyundai, rear brakes

As you see I have a 2000 Elantra, hyundai, and when I apply the hand brake, it does not release.. I pulled the drums and brake shoes in the rear, cleaned them all up. The cables pull thru easy back and forth and the sprigs to be in good shape. Its just when I pull up on the hand brake it doesn't release.

What do you mean by emergency brake is not releasing:
1* Handle is not coming down: So you have a mechanical problem on the handle.
2* Handle is coming down but rear brakes are still locked: This might be caused by a fluid leak on the rear brake cylinders. If that is the case , cleaning the shoes will not help it. When brake shoes get soaked with brake fluid they get so sticky. Only solution is replacing the brake shoes and both brake cylinders.
