Hyundai Repair: Brakes, surface rust, absolute emergency

I have a 2002 Sante Fe.   Within the first year of having the car, I was told something was wrong with my E-brake and I shouldn't be using it unless it is an absolute emergency (I had been using it while parking on steep inclines, etc).   Since the beginning, I have always heard a strange "swoosh" noise every time  I use my brakes, especially when I use them after the car has been at rest for a few hours.    Every time I've taken this issue to a dealer and/or repair shop, the tell me I need new brake pads.   This has never remedied the swooshing noise!  

What do you think the issue could be?

If there's a problem with your emergency brake, you should have it fixed.  Using your emergency brake when you park the car will help keep it properly adjusted.

The swoosh noise you hear when braking is probably a result of surface rust on the rotors, especially if it goes away after a few hard stops.  This is not abnormal nor will it affect brake performance unless the rust gets so bad that the rotors begin to flake apart.  You'll have a significant brake vibration and a loud grinding noise when the brakes are applied if that occurs.
