where is the power locks fuse located? (my 2002 hyunday elantra's remote control in not unlocking the doors, has new battery and does activate the anti-thef alarm) could it be the remot control or anything else?

If the turn signals flash when you attempt to lock/unlock the doors with your remote, then the keyless entry system and remote are operating normally.  In that case, you'll need to check the door locks like you suggest.  

You'll be interested in fuse #15 in the dash fuse box.  According to the diagram in the shop manual, it's the sixth fuse from the left in the second row and is 15A.  If I recall correctly, it's labeled "sunroof."  In most cases, when this fuse blows, one of the door lock actuators is shorted.
