Answer
The fuse for the wipers controls both the washer motor and the wiper motor.  If the fuse blows when you attempt to operate the wipers and not the washer, then you'll need to investigate the wiper motor circuit.  If the fuse blows only when the washer motor is activated, check the washer motor circuit.  If it blows without attempting to operate either, you have a problem with the wiring or with the intermittent wiper timer.

The most frequent cause (on hatchback models) is a shorted washer pump.  To check whether this is the problem, unplug the washer motor and replace the fuse.  Then activate the washer.  If the wipers operate and the fuse does not blow (but did prior to unplugging the pump), replace the washer pump.

A shorted wiper motor is the second most frequent cause.  To check this, unplug the wiper motor and replace the fuse.  Then activate the windshield washer and turn the wiper switch to both high and low speeds.  If the fuse blew before but doesn't now, then the wiper motor is most likely the problem.
