Question
I read an answer about a whining noise when starting the car up but mine also whines when turning the steering wheel. I am guessing maybe the p/s pump is faulty but on the other hand since it whining from startup I'm not sure. Obviously i don't want to go buy one without knowing for sure so i guess my question would be how would i pinpoint the whining problem to the p/s pump? As I said i hear the whining when i start the car up and also when i turn the wheel.

To locate the source of a noise, take a long screwdriver or similar object and probe around to various components while listening with your ear on the other end.  The noise will be louder the closer you are to the component making the noise.

But, even if the noise is coming from the power steering pump, don't jump right away to replacing the pump.  Most excessive humming noises from the power steering pump are due to low fluid.  If the fluid is low, you should check for leaks and repair them.  Additionally, it is normal for the power steering pump to make a small amount of humming noise.  

If you think you need a pump, you should probably have the car inspected by a dealer first.  I recommend the dealer because they'll be familiar with the normal noise level of the pump.  When you take the car in, just describe what the noise sounds like and when it occurs.  Do not tell them you thing the power steering pump is the problem.  This will force them to do their own diagnosis and not rely on your thoughts.
