Hyundai Repair: rubbing noise, shims, timing belt

I have a 2000 Accent with 135,000 kms. Just had the timing belt & brakes done front & back within the last 3 months.Have a noise that sounds like the rubbing sound in the early days of needing brakes. Not grinding but sounds like metal on metal. The noise is there whenever I drive the car & it seems to disappear when I apply the brakes.Have taken it to two repair shops who say there is nothing wrong with brakes. Do you have any idea what could be wrong?

It's possible one of the pad shims isn't in place properly and is rubbing the rotor.  This will cause a noise that sounds exactly like the pad wear indicators.  

I'm suspecting the places that checked your brakes after the work just looked at the lining thickness and concluded that you didn't need brakes.  

If you're still getting nowhere, perhaps approach it from the tack that you'd like them to investigate the noise and tell you what's necessary to correct it.
