Answer
Your cooling fans are controlled by your engine control module.  They'll come on when the air conditioning is on and whenever the engine coolant temperature reaches a predetermined level.  In some cases, one fan may run while the other stays off.

If you suspect your fans are the issue, start the vehicle and turn on the a/c.  Once the compressor engages, at least one fan should start running.  If it doesn't you'll need to diagnose the fan circuit.  Start by checking the fan fuses and, if okay, for power and ground to the fans.

A good cooling system check is probably in order, however.  First, make sure the coolant is at the proper level.  If it's low (or was low prior to thermostat replacement) check for leaks and repair any leaks found.

With the cap off the radiator, start the engine and allow it to run.  Monitor the coolant in the radiator.  As the engine reaches normal operating temperature, the coolant should begin to flow.  If you're unable to see this through the radiator filler neck, monitor the hose temperatures.  When the coolant flows, both the upper and lower radiator hoses should be hot.  If the coolant begins to boil out prior to coolant flow, you should check the cooling system for blockages.  Since you've already replaced the thermostat, we'll presume that it's installed properly and is operating normally.  But it is possible that something has clogged the radiator.

After the coolant begins to flow, the radiator fans should begin to cycle on and off.  Again, this should occur prior to boiling out coolant.  If not, you'll need to diagnose the fan circuit.
