Hyundai Repair: Rear wheel seized?, rear drum brakes, parking brake cable

Dear HT
2001 Elantra, one of the rear wheels is so tight that I cannot make it turn with hands---after lifting the car up.

what's wrong with it?
what can I do if I want to fix it myself.

shall I replace the whole drum?
if so, do you have any advice?

Presuming you have rear drum brakes as you've implied, you should probably try taking the wheel off and hitting the drum a few times with a reasonably heavy hammer (3-4 lbs.)  This will usually free up the shoes if they're seized to the drum.

If that doesn't work, remove the center console and adjust the parking brake cable looser to make enough slack for the wheel to turn.

There shouldn't be a need to replace the drum itself unless there's a particular problem with the drum.
