Hyundai Repair: Error Codes P0444, P1402,P1403 all at same time, throttle position sensor, air flow sensor

I have a 2000 Hyundai Accent. From one day to the next I received these error codes P0444, P1402,P1403 and my car idles rough / wants to die. The RPM will not go above 3000.
Also there is a sensor/motor assembly (not sure of the name ) that is attached behind the throttle position sensor ( can be seen from the front with the hood open) that seems to be running when the ignition is turned on but the engine is off. If I disconnect the wiring to this sensor asm. Then the rpm will go above 3000 but the engine still idles rough and wants to die!

P0444 indicates an open circuit in the purge control valve circuit.  This should have no noticeable effect beyond turning on the check engine lamp.  

P1402 and P1403 are not used by Hyundai for this vehicle.  

The latter makes me believe that the tool used to read your trouble codes is not communicating with the engine control module (ECM) properly.  In that case, the P0444 may not be correct either.  

My first recommendation is to try to read the trouble codes using a different code reader or scanner.

The device that you feel vibrating is the idle control actuator.  It's normal for it to vibrate and make noise anytime the ignition is on.

The primary causes of inability to attain high rpm are clogged exhaust (usually a catalytic converter) and low fuel pressure.  This can also be caused by a malfunctioning air flow sensor or a mistimed camshaft.
