on 03-ELANTRA fuel filter that has over 80,000 miles on it will that have so reason for hard starting ( fuel filter is in the fuel tank on the 0-3')

While technically the fuel filter is a possibility, the chances are very low that the fuel filter is your issue.  Low battery voltage is probably the most common issue.  But there is also a large number of sensors that may be causing your problem.  

If your check engine lamp is coming on when you drive the car, start with checking your trouble codes.  If not, start with checking the battery and charging system.
