Hyundai Repair: 1999 Elantra Radiator, overflow tube, kind assistance

The overflow stem was broken off the radiator in my 1999 elantra (2.0 L) by a mechanic (who declined responsibility) changing my alternator.  My question is this:  Instead of replacing the radiator, is it possible to drill and install some sort of plastic or replacement connection for the hose to the overflow tank?  Thank you for your kind assistance.

Whatever you put in would need to seal to work properly.  Given the proximity of the cap sealing surface to the overflow tube, I don't see how this would be possible.

If you've got some ideas, there's not much to lose by trying.  If it doesn't work, you still only need to replace the radiator.
