My daughter has a 04 Elantra GT with all disc brakes.  She says that when the weather is 35 degrees are colder the parking brake lever will not release. After the car warms up for approx. 10 minutes, the parking brake lever will release.  The service tech. says that maybe the mechanism is dirty.  Any suggestions/ideas

Someone will need to check the rear calipers and parking brake cables to see what is binding.  If the cable boots are cracked or broken, the cables should be replaced.  

Also check whether the levers on the parking brake calipers fully release.  They should be resting up against the stops.  If not, pry them against the stops.  Then pry them back away (without pulling on the cable) and check to see if they spring back.  If they spring back, the issue is with the cables and they should be replaced.  If they do not spring back, the issue is with the caliper(s).  Replace any calipers having an issue with the lever not springing back properly.
