how do i re-rig the wire and pulleys for the driver's side window
-----Answer-----
The wire and pulleys are all part of the window regulator.  You'll need to replace the regulator assembly.

Once the cable comes loose (usually due to a cracked or broken upper pulley), it gets wound up and tangled in the regulator.  Even if you could put it back in place, it wouldn't work properly.

Answer
Yes, you'll need to replace the regulator assembly.  Since I don't know the year of your car, I cannot look to see whether the regulator and motor come as an assembly; this varies by model year.  $245 seems excessive if you're only getting a regulator with no motor.

I'd estimate labor to install at about $75 to $150, but this will vary depending on the shop doing the work, their labor rates, and your geographic area.
