Answer
I'm not sure what engine management system you have, so I'm not sure whether it coincides with what we have in the U.S.

The logic in the ECM (engine control module) of U.S. models is that the ECM will keep the radiator fans on at all times if it detects a coolant temperature sensor problem.  I'd recommend looking into this first.  If you have two radiator fans, make sure both of them are operational.  For example if only one of them is running, check to see whether the other one is energized and not running.  Also check the fuses for your radiator fans and make sure none are blown.

If you suspect a thermostat problem, you should be able to look remove the radiator cap and see whether the coolant flows.  If you unhook the radiator fans, the coolant should begin to flow prior to the vehicle beginning to overheat.
