Answer
Hi, Bob.  I'm not sure I fully understand the question, so if there's anything I don't address, please follow-up and let me know what else you need.

Prior to working on the air bag system, disconnect the negative battery cable and leave disconnected for 30 minutes.  Do not reconnect until the air bag work is complete.

To remove the driver's air bag, simply unbolt the air bag from the steering wheel, and unplug the electrical connector from the rear.

According to the service manual, it's necessary to remove the dash to remove the passenger air bag.  It's been a long time since I've removed one of these air bags, but I seem to recall that it may be possible to get it out without removing the dash.  If you remove the glove box, you may be able to crane around behind the dash to remove all the attaching screws and slide the air bag out the front of the dash.  The electrical connector should be on the left side of the air bag.
