Question
Someone said that it could mean that I need a new fuel tank, but is that possible for a 99 elantra?  could this also be an expensive thing to fix with my vehicle?-------------------------------------------

Why is it that I cant seem to put fuel in my car.  About two wks ago while putting gas in my car I heard a popping sound, as if a cork was popped.  about a week later I went to fuel up and couldnt.  While pumping the gas, the nozzle continued to click as if it's full, but isnt.  I cant seem to put more than $4.00 in my car... what can be my problem???  please help

Based on your description, I can conclude there's some sort of restriction or blockage either in the system that allows fuel into the tank or in the system that allows the vapors in the tank to vent.  Unfortunately, that leaves a multitude of possibilities.  The issue could be with the filler neck, a restriction at the filler neck in the tank, any kind of restriction or blockage in the hoses (for the fueling and evaporative system), the vent valves in the top of the fuel tank, the charcoal canister, the canister close valve, or the canister filter.

If you're unable to check these things on your own, you'll need to have a good driveability shop diagnose the issue for you.  However much you'll pay someone qualified to diagnose this problem is pretty much guaranteed to be less than you'd spend if you started guessing.

Answer
The fuel tank is one of the possibilities, but I seriously doubt there'd be an issue with the tank unless you can see physical damage to the tank.  If a visual inspection shows nothing wrong with the tank, it's probably best to continue investigating other possibilities.

If it turns out you do need a fuel tank, that will not be an inexpensive repair.
