Question

what does a purge control valve do? what is happening and how is it fixed?

Answer
Your vehicle has a system which burns off excess fuel vapors by feeding them into the engine under certain driving conditions via a computer-controlled solenoid valve called the purge control valve.  The purge control valve is not repairable.  If it's not working properly, it must be replaced.

In regard to what was happening, I can only speculate.  In most cases, the purge control valve fails by sticking open, allowing the fuel vapors to be sucked into the engine at all times.  Your receipt from the dealer should specify what the problem was.  If you don't understand it, paraphrase or copy it here and I'll try to translate it into layman's English.
