Hyundai Repair: Hyndai 2000 wont start at all, hyndai accent, coronado bridge

Señor, please help me porfavor! As a poor Mexican I can only affort a Hyndai Accent which it has proven to be a piece of mierda. Anyways Señor the car had a check engine light on, it stalled on me on top of the coronado bridge, took it to pep boys on a tow truck they replaced the manofold exhaust control sensor or something like that, then i drove it fine for one day, but now the car won't start at all. The check engine light is not on.  I can not find the fuel filter to see if i can clean it.  I am thinking that it could be the fuel pump or the fuel filter is clogged.  Is not the battery I just put a new charged battery in. I also replaced the spark plugs and the wire set, What in the pinche infierno can be? I have no more dinero, so I am hoping to get an answer for free from a gringo chingon, ayuda porfavor!!!  Thank you

We'll need to  start with the basics to determine what systems we may need to investigate.

I understand that the engine does not start, but does the starter motor turn the engine when you attempt to start the car?  Do you hear any noises when you attempt to start the car?  If so, please describe them.
