Answer
To replace the timing belt on a 2001 Accent 1.6:

1.  Support the engine with a floor jack (and block of wood) and remove the upper engine mount.
2.  Loosen the water pump pulley bolts.
3.  Remove the alternator belt.
4.  Remove the power steering belt.
5.  Remove the water pump pulleys.
6.  Remove the upper timing belt cover.
7.  Remove the passenger side wheel well engine splash shield.
8.  Remove the A/C belt.
9.  Remove the crankshaft pulley bolt and the pulley.
10.  Remove the lower timing belt cover.
11.  Rotate the engine to align the timing marks.
12.  Loosen the two 12mm bolts/nuts holding the timing belt tensioner in place.
13.  Pry the tensioner pulley back and clamp in place with the 12mm clamping bolt loosened in the previous step.
13.  Remove the timing belt.
14.  Install the new timing belt with all the slack on the tensioner side.
15.  Loosen the 12mm tensioner clamping bolt to allow the spring to apply tension to the timing belt.
16.  Tighten the 12mm tensioner clamping bolt.
17.  Rotate the crankshaft clockwise 720 degrees.
18.  Check your timing marks and make sure they're okay.  If not, remove the belt, reset the marks, and return to step 14.
19.  Loosen the 12mm tensioner clamping bolt to allow the tensioner to apply the final belt tension.
20.  Tighten the two 12mm tensioner bolts/nuts.
21.  Install the lower timing belt cover.
22.  Install the crankshaft pulley.
23.  Install the A/C belt.
24.  Install the upper timing belt cover.
25.  Install the water pump pulleys.  Use pliers to hold the pulleys from turning while you tighten the bolts.
26.  Install the power steering belt.
27.  Install the alternator belt.
28.  Install the engine mount.
29.  Install the splash shield.
