Hyundai Repair: Hyundai power steering pump stalls, hyundai elantra gls, hyundai elantra

I left my 2001 Hyundai Elantra GLS(~130K miles) for a couple of months without driving.  I noticed thereafter that the wheel was hard to turn.  Now the pump actually stalls and the belt will slip over it causing a squealing noise.  This happens when the car is stopped and I try to turn the wheel or when I reach the end of the turning radius, I will hear the squealing noise.  When the car is stopped and the wheel  is attempted to be turned, when it starts squealing, the wheel becomes unturnable.
The power steering fluid level is between the max and min and the belt is very tight.  Is it the pump or rack and pinion or some valve that is faulty?  I would like to preferably try to fix this on my own if I could.

Check your alternator belt as well.  If you look closely, you'll see that the water pump provides the power to drive the power steering pump.  The water pump is driven by the alternator belt.  In fact, the alternator belt needs to be quite tight to keep it from slipping.  In most cases, if you can flex the belt at all with a small amount of pressure, it's too loose.
