Is your pump pulley turning?  If not, you'll need to tighten the necessary belts to make it turn.

If your pulley turns, then you've probably done something wrong in reassembly of the pump that caused you to not have any assist.  I'd recommend registering a free account at www.hmaservice.com (reqires Internet Explorer).  I chose a car and found in the shop manual an exploded diagram along with disassembly and reassembly instructions.  I cannot tell you for certain that similar reference will be available since I don't know the year and model of your car.

Answer
It's more likely that something inside may be misaligned and jammed.  It could have moved when you had the back off the pump.  It's possible the pump could be bad, but I don't know what was causing the squealing to begin with.  It could have been just a loose belt.

Power steering pumps for this car are very expensive.  Before going that route, I'd take the pump off the car, put it on the bench, disassemble completely and check everything out, and then reassemble carefully.  Your year and model was the one I checked the service manual for earlier, so I know there's some nice information on the website for you to attempt to do this.  If you don't take it apart and check it out, you're most likely looking at putting on
a new pump.  If you take it apart and mess something up, worst case scenario is that you're looking at putting on a new pump.
