01 sonata stuck in park, will not disengage when foot on brake pedal. At the same time the car will not turn over. Just a whinning sound when trying

Answer
You'll want to first investigate why the car won't start.  If the starter isn't engaging the flywheel (usually a humming noise), then you'll want to check the starter.  If the engine is cranking but not starting, you'll need to begin a process of elimination type diagnosis.  I.e., you'll need to check your camshaft timing, whether you have spark, whether you have fuel pressure, etc.

The park lock is controlled by a cable coming from the brake pedal.  It's possible that without the vacuum assist of the running engine that you're unable to depress the brake pedal far enough to release the shift lock.
