Hyundai Repair: 1996 Hyundai 4 Cylinder 2.0L engine, timing belt tensioner, wet weather

My car was running fine yesterday.  I drove a few places, having no problems starting the car ever.  I was running low on gas and put gas in the car.  Let the car sit for about four hours, went out later, parked, came back outside car started with no problem.

While I was driving I noticed the hesitation with the car moving when I was pressing the gas.  I drop one person off, then drove about five blocks to drop someone else off.  At that time, I check oil, connections..etc..  When I started the car again it started the RPM's went up..then down and stopped.  Tried to start the car again, and it did the same thing again.  My battery, and alternator are both new.  My timing belt, timing belt tensioner, and water pump are new.  Battery has full charge.  The last time I had a tune up was in March, but that was almost 10,000 miles ago.  I am due a oil change 800 miles from now.  

I brought the car at around 90,000 miles and the previous owner never took care of the car.  I have been researching and many people say check the fuel filter.  Could this be the reason?  Also...I noticed that during the rain I have the same type of acceleration problem that I stated above, and yesterday it rained alot...but this problem is the day after....Can you help me in the right direction?  I am hoping that it is not a fuel pump problem since when I pressed on the gas it was taking the gas.....It's like it want's to start but wont.

Although the fuel filter is often a possibility (such as your case), it's rarely the cause of the problem.  The fact that it's worse in wet weather suggests that it might be an ignition issue.  Is your check engine lamp on?  If so, start with reading the diagnostic trouble codes.
