Hyundai Repair: Intermitent starting problem, amp fuse, hyundai elantra

Hi, I have a 2000 Hyundai Elantra that I just purchased from a
lady who had it sitting for 3 months with nobody driving it.  
When she had it there were no problems with starting it.  Since I
brought it home intermittently it will not start.  It cranks fine but
it will not turn over.  I can hear what sounds like the fuel pump
working when the key is turned twice but when I turn the key to
start it the engine cranks normally but does not turn over.  We
found a partially melted 30 amp fuse in the fuse panel labeled
ignition and replaced that even though it would work
intermittently but after replacing it there is still an internittent
problem.  It does not seem to matter if it is hot or cold, but
usually first thing in the morning it will start.  Any information
would be appeciated.  Thank you

A melted fuse is a bad sign.  When that occurs, the electrical contacts in the fuse box get burned as well.  It's possible that you have poor contact where the fuse inserts.

When the problem is occurring, I'd recommend checking to see if all the necessary items power up with the key on.  If you find that other things that require ignition power don't operate, that's a rather conclusive sign that you've got an electrical issue, which in your case most likely is originating where the melted fuse was.

If everything powers up, I'd recommend next checking to see if the check engine lamp turns on when you turn the key on-- it should illuminate for a bulb check-- and whether you actually have spark at the spark plugs.
